Without urgent government action on banking services, Australians will continue to lose access to cash, making us more vulnerable to power and communications outages from natural disasters, and the unchecked power of predatory banks. What you can do: Call and/or email your Coalition and Greens Senators to tell them to support One Nation Senator Malcolm Roberts’ current motion to disallow the government’s badly flawed cash acceptance mandate regulations that came into force on 1 January—see details below.
The NSW town of Coleambally has just lost full postal services and is now reduced to a mail/parcel service run out of the local pharmacy. The residents no longer have access to banking services of Bank@Post, bill paying, or PO boxes. This is the result of a deliberate strategy by the management of Australia Post, which the Citizens Party has been warning about: to downgrade post offices from full-service businesses to glorified parcel lockers so the executives can cut costs, increase profits, and pocket more of the bonuses that make them the highest paid government employees in Australia—essential community services be damned.
Coleambally is now left with just one bank, a Bendigo Community Bank, which, given Bendigo Bank’s enthusiasm for closing branches, no longer guarantees that the town will always have banking services. With reduced banking services goes reduced access to cash, making local economic conditions more difficult in regions that due to unreliable connectivity cannot function without cash. Disallowance That’s why the Senate should vote to disallow Treasurer Jim Chalmers’ cash acceptance mandate regulations that came into force on 1 January.
The mandate pretends to guarantee cash can be used in transactions, but by exempting all businesses except large supermarket and fuel station chains—more than 99 per cent of all businesses—it actually risks hastening the demise of cash. The mandate’s exemptions are so ridiculous that it also exempts banks—whose very business is cash, or should be. But the big banks are increasingly replacing proper branches with cashless offices. This is the problem that Jim Chalmers should be addressing—the accessibility of banking services including cash—otherwise any mandate is unworkable.
Treasury official Lynn Kelly admitted in Senate Estimates on 3 December 2025 to Senator Tyron Whitten that the mandate is supposed to work with another piece of regulation being developed by the Council of Financial Regulators (CFR) to “ensure affordable access to cash around Australia”; as that work is not completed, however, and there is nothing in place to make sure cash is available, Jim Chalmers’ cash acceptance mandate regulation is a half-baked policy that should be rejected.
If Senator Roberts’ disallowance motion passes, it will force the Treasurer back to the drawing board to develop both a real mandate and a policy to guarantee access to banking services and cash. The first step in developing the policy to guarantee access to cash is to implement the recommendations of the Senate inquiry into bank closures in regional Australia, to designate access to banking and cash an essential service, and to commission an expert panel to investigate the feasibility of establishing a government bank in post offices, which would save Tell the Senators: The disallowance motion must be voted on within 15 parliamentary sitting days, so contact your Senators now.
